i remember i saw a production that can morph thigh or leg when people wear a stocking
when wear a stocking our skin will be extruding by elastic cord in stocking or socks
the production is simulation this situation by morph legs
i remember i saw this item in renderosity or other website but i cant find that
because i forget the title the item named or some keyword

You can do that with a bump or displacement map.

You probably saw a product that included such morphs. But, there would not be any way to easily morph a figure whenever it was wearing any sort of stocking. Those morphs have to be done by hand. (Though, I bet someone could create a complex python script that would do it.)
The easist way to do this, yourself, would be to use magnets to deform the thighs or legs the way you wanted to. That way, you could morph the legs when needed, for any length of hose.
As for the product you're looking for, I remember seeing it as well. So, it must have been within the past couple of months. Just keep searching for "stockings" or "panty hose" and you should eventually find it.

Most of Hongyu's V4 outfits with stockings have that morph. They also have morphs on the stockings for them being pulled up by the garters.
Now I'm just waiting for someone to create a hybrid dynamic garter belt. (So that the straps don't cling to the figure when the thigh is bent. The dynamic straps would have to be attached at both ends. You could then shrink them in the y-axis to make them straight.)
