Subject: Changing colors in Photoshop Elements 9 (Mac)

I am new to Photoshop Elements and I am trying do do what I thought would be a simple color change - I have a black and white image (see attachment) and I want to change the black text to a yellow (Specifically from 000000 to ffff00). 

Enhance - Adjust Color - Replace Color = No joy.

I have tried it with both the white background and with the background color (white) removed via the magic eraser and I am not having any success.

Is there any way to do a "if color 000000, change to ffff00" for the entire image?

Try adding a new layer with a lighten mode and fill that layer with the yellow you want. You can then merge it down to one layer again. If you only want the text and not the shading to be yellow, use the eraser where you don't want the yellow before merging the layers.
