He was the annoying cartoon from the 80's version of the game show "Press Your Luck" and the animated 3D character of the more recent version of the show called "Whammy, the All New Press Your Luck." If you landed on a Whammy space on the game board the character came out and stole all your money and prizes while doing something like riding a skateboard into a tree.

I watch a lot of old gameshows on days when my hands are really bad.
