The "steam" in Steampunk IS the turbine kind. And isn't the steam in a sauna also evaporated water? Unless you do something other than just sit there ;)

just a wild guess but are you after something that looks like steam in a sauna??
easy way would be 2 or 3 semi transparent squares with a cloud type tex on
maybe better ways ! but I like easy lol
