Are you using the Transfer Utility for the cloth?

Try selecting your obj and going to EDIT/OBJECT/Transfer Utility

Put Genesis as the source and your item as the target and Dress Knee length as the template.

Though for a skirt that length you'll probably need some extra control bones.
