Which should I use? Both? I haven't been able to see much difference, but I might not be looking in the right place...

You might be better off asking at Hivewire3D forums. Dawn is not widely used and vendor forum specializes in those issues

I typically inject both. The Starter pack will give you full body morphs not found in the Base pack and other options.

Do you have the starter morphs or are you wondering what they will do?
If you go to Hivewire's website and click on the Shop, then click on "Get Dawn Free" on the left, it will take you to the Dawn starter stack page. Click on the Starter morphs and you'll see what they contain.
I highly recommend using both base and starter morphs if you have them. There are several other morph packs available as well-Body Shapes, Head Shapes and Expressions & Visemes.
