Subject: How do you rig a cape to conform?

Right now it's dynamic, but I want the whole suit in one folder, so the idea came to me to rig it.

But I don't know how. Any rigging guru out there can get me started?

If I had a nickle for ever time a woman told me to get lost, I could buy Manhattan.
