Does anyone know how to change the colour of the interface?

I remember in earlier versions we could select the Bucket Tool and simply click on a part of the interface and it would change the colour of the interface to whatever colour you selected.  I'm clicking but nothing happens, no colour selector pups up.

I'm wondering, have they removed it or changed the way it's done in this new dockable interface?
