Do you know any good sound-editors that work with .WAV files? I thought that I had a sound editor on my computer, but I cannot find it.
Please do you know any good web sites where people can download (and perhaps also upload) sound effects as .WAV files?

http://audacity.sourceforge.net/
Audacity is very good and usable. If you plan on converting to mp3 you may need to add the LAME MP3 encoder, hosted by Buanzo.
http://lame.buanzo.org - be careful not to 'Start download' on something else that's from one of those ads.
Always scan it with updated antivirus before installing. I recommend Malwarebytes for ondemand scanning.

Hi
I've collected a lot of sound files over the years, from Thunder Storms to Dogs Barking.
Here is a list of free sites...
