This has been a very sticky topic in the past, but in a nutshell, yes, provided that you have written permission from the individual model(s) and good resolution of front and side photos. Many artists are hesitant to take commissions of this nature because of copyright laws and the exact usage intent of final product. If this is for personal use, then there is some leeway for the creation of such character. But if the render is uploaded to galleries without qualifying permission and the individual becomes aware of such exposure, you'll be setting yourself up for a major lawsuit, especially if it is a celebrity involved. Of course, this is a subject which you should address with all parties involved in the process.
