Can any other modelers do this, and if so, which ones? The part I am interested in, with the transfer attributes function, starts at about 9:00.

3dsmax can do similar operations, utilizing this Maxscript, and some of the retopo tools in the Graphite modeler. In fact, I'm sure the entire operation could be automated in Maxscript, if you know scripting well enough.

Also, 3dCoat has a feature which allows you to transfer the textures of one UV map to another, which would be extremely useful if you're re-meshing an object. For example, you can simply retopo the triangulated mesh with clean, sensible quads, then unwrap as you wish, and transfer the previous textures over to the new model. I believe Mari 2.6 and above also has a texture transfer utility that can do the same thing, once you have a new mesh.

I found this tutorial, for Zbrush and Blender. Seems to also do what you guys are showing too.
