Apologies if this has been raised before , although I cannot see it in recent posts.
I.have been using 2.78 for about a month and have just tried a Boolean operation, It appears that the union and difference options have been reversed; that is, selecting union results in a difference operation and vice versa. Is this a known bug?

Do you mean 2.76? There isn't a release candidate for 2.78 that I'm aware of yet.

Flip the normals in the area of the union. If they are facing inward it has the effect you are describing.
