No, you shouldn't have to. Usually with Blender add-ons if you use the "install from file" option in the user preferences Blender will unzip everything and put it where it goes. I just tried it with the Mitsuba exporter though and it doesn't work,exactly as the OP reported. The instructions for the add-on say to install it manually so I guess the normal process doesn't work with this add-on.
Here's the relevant section of the instructions:
Unpack this file and move the resulting mitsuba folder into your Blender scripts/addons folder. After restarting Blender and enabling the plugin in the addons preferences, you should be able to select Mitsuba as the currently active renderer. In the main scene tab, you will need to set the path to the main renderer executable (mitsuba.exe on Windows, Mitsuba.app/Contents/MacOS/mitsuba on MacOS, /usr/bin/mitsuba on Linux).
This process does not seem to work either though (at least in Blender 2.77), so I have no idea how you get this add-on installed.

Thanks. To be downloaded from Mitsuba-render. I try it in blender2.60,2.70,2.77a but there is no exporters_mitsuba-blender.

I finishing install but an error "MSVCR120.dll" that was lost.And I find that my mitsuba panel is different between others tutors.

Finally I try it again.I find it showed"MSVCR120.DLL" lost if mitsuba0.5 x64 was used.While mitsuba0.5 x86 is basically ok.I try it in blender2.70a x64bit.Why I choose blender2.70a because opengl is only 1.4 as blender said.`"However, Blender 2.76 and earlier still supports Windows XP and OpenGL 1.4 graphics cards.)".And after 2.77 or later,the system requirements is higher.My old pc ! And my old pc is very noised when running mitsuba render.If to add more detail materials to model ,CPU can be consumed more ,too. Anyway to try to test mitsuba render,which it is first time used.

In blender2.77a x86,the panel is same
as 2.70a x64bit. I find that there is different panel in
different versions of blender. I don't that "mutsiba set" that I
searched from web is in which
version of blender and which version
of mitsuba is used.

I try it in 2.70a x64 again. 1: blender Texture cannot be added
while only in mitsuba render nodes
texture can be added. But I try to add bitmap that can
not be showed. 2:Environment map can be added. 3:In some nodes linking,it showed"!"

I also find that if no unchecking
"mitsuba logo" in camera set. But I don't know why it rendered stange after using DOF . Anyway it is first time that I used
"mitsuba".

Wrap-Up 1:To set more materials
progress,more memory consumed,
and more long time. 2:it needs a good pc with good
graphic card and more RAM and
good CPU.

Installation error that I've got.To
directly "install files " in user
preference panel ,which it is
uninstalled.I guess that maybe some
files cannot be recognised in mitsuba
render zip file.So I manually unzip
then copying "mstblender" to addon
folder of blender.And then it is ok.

On texture,I find that no/yes to add
mitsuba materials which is no texture
panel when texture button directly
was checked. Only mitsuba materials and texture
was added,which texture panel
showed. All testing in blender2.70a x65bit.

render time is 40m but 40s.It is very
long render time.And pic has some
noise. I dont know the lonest render time is
what in blender? But it better then luxrender,which
luxrender eated CPU more and
more,and very slowly.Now I dont use
luxrender.

DOF render time needs 11s,memory
18mb,if setup more material,longer
render times and more memory. To add texture,"image" said no but
"file name said yes in texture panel. And pic is always noised after
rendering with miitsuba.
