I'm working on a project that will call for many different views of grungy city streets. What's the best way to go about this. Is there anything on the market that may help me achieve this?

Yup, Spookie's answer will get you there. Use the Dolly Camera, position and save using the Camera Dots, reposition, save with the Camera Dots again and so on. You can also save to the Camera Library. When you're happy with them all, select the one you want then render.

Cameras I got that part. What about the city streets, anyone know of some on the market that has options to keep making them look different for many different sceans?

I haven't seen anything but you could edit the existing textures, add a few props here and there, make new materials and so forth.

I don't know if they're grungy enough for you but dreamlandmodels has city blocks over at daz that are poser compatible. Each block has 4 sides so you have 4 sets of buildings.

Look up "Stonemason" there and you have a plethera of street scenes, standard and grungy. See what you can do with those.

I was going to suggest Dreamlandmodels too. I have a couple and even with just one or two blocks you can get a variety of looks.

Check The Abandoned City 1 or 2, Derelict Corners Urban, The Dark Side of the City, Tin Pan Alley, The Backstreets and A Quiet Street by Stonemason at Daz for some dirtier, grungier streets. I don't mind selling Stonemason's things...he's really good with the grungier side of things and all the sets I mentioned will work in Poser. Newer sets will not.

Also to consider is using photo references for middle and far distance, saves the polygon count for filling the gaps between 3D buildings. Its straight forward to load these into a paintshop/gimp to add bump and spec so they blend better with the lighting. Sites like cgtextures have plenty of references

If you are keen to using existing sets as background, you can save to background in Poser which will create an image of your stage as a background.

Anyone looked at the OpenStreetMap project for this kind of purpose? Probably over complicated unless OP needs to do whole city sections. After watching a CityEngine demo I started looking at OSM export options for import into Poser but fell a sleep at the mention of xml.

Predatron has City Streets at DAZ. Fairly low poly, IIRC.
