Someone familiar with RGB or HTML color codes for GIMP/Photoshop, can you please help me?

I've used the color picker, but the lighting and materials on this suit make it impossible to pin down the color. I am trying to match the overall blue hue on Superman's suit.

I have the RGB codes for the Man of Steel movie suit, but this one is different. Just lowering the HSV doesn't get my anywhere near. Here is what I came up with, and as you can see, it's not even close. I was thinking maybe change the specular color, but I don't know if that will do it.

Any suggestions?
