I have Poser 11. If the current Poser run includes an actor called Qwerty (a prop, or a joint of a character, or whatever), how can I give to Qwerty an extra parameter dial, and attach a Poser script to that parameter dial, and displaying or rendering the Poser setup image makes Poser automatically call that Python script, and tell that Python script about:-
(1) The new value that the parameter dial has been set to.
(2) The name of the actor, so that Python can find that actor in its working.
Even if I must text-edit the .cr2 file.

Wow, this is a great idea ... may I suggest you also ask this in the Poser forum and at SM. A lot of people could benefit from this idea.

I may be mistaken, but didn't BB create some shader scripts accessible by parameter dials?

That has been possible since Poser (4) Pro. Look in Runtime/Python/poserScripts/SampleCallbacks for examples.
