It's been a while but I'd like to upload a link to my new video on YouTube. I don't see a way to do that on the submission page. Can someone please educate me? Thanks

Go to your profile drop down menu into Settings and scroll down close to the end of the page and you will see where to add the link.
Click Your Avatar
Go to Settings
Under Profile Settings scroll down to : Social Settings towards the end of the page

I don't think you understand what I'm asking. In the past, in the Freestuff section, I have posted links to various videos that I have posted on YouTube where the download button would send the user to YouTube. On the current upload form, I don't see a place to put such a link. Does this mean the only option i have is to post links here on the forum?

You can post animation film link in the forum. Or you can upload that link on your profile. You can also signup to be an Affiliate that would enable to advertise, share and promote.
