Can you be more specific? There's a lot to poser and there have been plenty of changes since 7. Is it the new interface, the new render engine, the new materials in the materials room, the bullet physics, something I'm missing?

You don't need to import or move your P7 content. P11 allows you to add a runtime library. Use this library icon button:
...and browse to the program files x86\Poser 7\downloads folder. Do not click on the runtime folder; click on the folder which contains a runtime.
I can't tell you what to do about the background image; I don't use that.

Reading the manual can be a good way to start learning the software.

As ghostman said, reading the manual can help. There are also several tutorials here under the premium tutorial section that may help. The ones for poser 10/2014 will probably benefit you too since you made such a jump. https://www.renderosity.com/mod/tutorial_premium/?section_id=1
As for the background image, it probably is there but hidden by the ground. The default ground in p11 is no longer a flat plane but a dome. Try hiding the ground to see if the background shows. If you want the flat ground back, in the scenes that came with poser, is one that is called developers workspace. It includes the flat ground. You can use that to create your default opening scene. For your current scene, you can use the double checkmarks on your library, and it will import this scene into your current scene, replacing the ground. You'll also get some extra lights so you'll want to remember to delete those.

The default poser 11 scene uses the 'construct' this is both floor and sky dome and it may be hiding your background. You can delete it and add a groundplane from the primitives folder OR go into materials and make the background of the construct invisible.
There is a sampler set in freestuff with a variety of sky and ground textures

To use a background picture do this:
First you want to disable your ground plane.
Go to Display > Guides > and Uncheck Ground Plane.
Then you want to import the background picture you want to use.
Go to File > Import > Background Picture.
Navigate to the folder that has the background picture you wish to use and select your picture.
When the prompt appears to set the background ratio select yes or no according to your desires.
Your background picture should now appear.
You can set up your scene now, but before you render anything be sure your render setting are set to use your background picture.
Do this:
Go to Render > Render Settings
On the Firefly tab under Options Render Over: Click on that down pointing arrow and choose from the choices choose "background picture". After that at the bottom choose "Save Settings"
That is it!
I hope this helps!!
