Excuse me,Particle can be colored?I try to do but I cannot do it. Thanks.

The new hair shader in Blender 2.8 can do colours, since Blender hair is particles. Not sure if you can colour particles in 2.7x.

Here is a tutorial by Blender guru a little more than half way in he shows how to add color to particles in Blender it is a fur tutorial like creating hair but the principle should be the same

If you're planning on doing rain then really all you need to do is what ever object or group of objects you are using as your particle system. Just add a glass shader with a slight blue tinge and it will give you a reasonable result. depending on your sys you could add a lot more to it to make it more realistic but that basic node will get you through.
