I placed order 113280229 for an item on sale for $15.00 and reduced to $12 with the use of my December Prime coupon. It was paid with a $10 gift certificate and $2 by PayPal. I only received 35 pending points. With double prime points for December shouldn't I have received 14 points for each dollar of the $12 cost or 12x14=168 points?

Points are not awarded for payments made by gift certificate or coupon so your points are based off the $2 paid via PayPal.
