is there a rigging app for use in Blender? I now have 3.4 I want to rig a figure imported as an obj file

Hello goofygrape Blender has rigging available natively but I think the add-on is not turned on by default you would have to turn on the add-on called Rigify you would turn it on from your preferences and add-ons. There are numerous tutorials on Youtube on how to use the add-on but since they made many new improvements to the add-on I would highly suggest that unless the tutorials is for Blender 2.9 or newer the older ones would not be useful to you at all.

I found Rigify in 3.1 now on to YouTube.
The only problem with Youtube is I've been banned for life

Ah OK not sure I can help on that end Udemy runs some courses on sale often that deal with Rigging also supposedly Reallusion has a free Auto Rigging app that is free called ActorCore AccuRIG that seems to work well in conjunction with Blender but using Blender's native tools should get you started.Thank you Lobo3433

Log out of youtube/google? Delete any cookies you have on your system from google/youtube, and DON'T try to log-in again? Use "private" mode in your browser? Use a different browser? Use a different device? Reboot your router if you have a dynamic IP? VPN?

Short of your ISP blocking you [for I can't even imagine what?!], I don't think there's any way for google/youtube [as pervasive and far reaching as their tracking is] to actually prevent you from watching videos if you visit anonymously [at least videos that aren't age restricted, which I doubt tutorials would be].
Yeah, all you would need is a VPN. If you wanted to log in, obviously, then a new gmail account would be in order too.
