Hi,
I have seen this DLC for Poser (I think) several times. It is a DLC of a transparent fantastical city, which was used to make the Emerald City twice (BTW, I don't have Poser yet, but I am planning on getting it in the future), in these renderings:
What was the DLC used? Please let me know ASAP.

The city itself just looks like a bunch of primitive props with a glass shader applied to them.
The background may possibly be from Bryce, and the foreground post work with a picture of flowers in a field.
As far as the city part of the image goes, stuff to do that part is in the included content, but will require some work to set it all up..

I took a look at the gallery image by this artist and he uses Terragen renders for his background. Shvrdavid appears correct to point out that the image is composited with renders, primitive props, lighting, and photo stock. As mentioned, it's doable in Poser with the required assembly.

I'm not sure those are renders of the same content. Just similar ideas.
The second one is a Poser render from 2002. Whatever it's made from is probably not available any more.
Agree that it looks like primitives with a transparent green shader. There are all kinds of city and castle models available, but this doesn't look like any of them. No windows, doors, insides, etc. They're just smooth and solid. I'm guessing the artist just assembled primitives like cylinders, rings, spheres, etc. into a city.
