Technically it's 13.2.581. We may have had a typo in the initial announcement.

13.2.581 that probably will be downloadable later due all the typos. It seems to be the last Poser 13 free update before the Poser 14 release next year !!!

I just do not get it should this version be Installed, or not ? the Installer still is giving Version 13.1.581.0 in the properties Is this a typo in the exe ?

Typo on the exe file. I just installed it and the version that it displays on the splash screen is 13.2.581.

I have just downloaded this new version and confirmed that the splash screen now shows the version as 13.2.581. The install itself seemed much faster than normal and went without a hitch. I have done my usual sanity test by loading an old scene, changing the render settings and running a render and all seems well.
I use Poser 13 on Windows 11 - For Scene set up I use a Geekcom A5 - Ryzen 9 5900HX, with 64 gig ram and 3 TB storage, mini PC with final rendering done on normal sized desktop using an AMD Ryzen Threadipper 1950X CPU, Corsair Hydro H100i CPU cooler, 3XS EVGA GTX 1080i SC with 11g Ram, 4 X 16gig Corsair DDR4 Ram and a Corsair RM 100 PSU . The desktop is in a remote location with rendering done via Queue Manager which gives me a clearer desktop and quieter computer room.

I love that the area render functionality is finally back to the bugginess level of Poser 12, i.e., usable.
