Did you accidentally parent the stairs to the camera? Select the stairs and on the Parameter/Properties panel, click on the Properties tab and then the 'Set Parents" button. At the top of the new window, check the Parent status of the object. If it doesn't indicate that the current parent is 'UNIVERSE', select 'UNIVERSE" in the menu and click 'OK'.

sb, I followed your instructions to the T, but after parenting the stairs to Universe, when I revolved the wheel to change view of camera, it still left the stairs not connected. I must have missed something? is everything else parented by the universe?

The rotation ball only revolves the camera, not the stage.

note please: I solved this issue by reloading the set and lo, the steps are locked in right position.
