isn't there a way to alter the age/size of l'homme so he can be a child first and then grow up?

ATM, there are no morphs available make L'Homme a child. Scaling the model is one alternative but you'll need to simulate the body type of a child.

Because the market for L'Homme is minuscule. Feel free to contact vendors ( check what vendors even make content for L'Homme at all) and suggest they make it, see what they say.

You can't have everything. Either you compromise on the model selection or you create your own. As Rhia474 mentioned, the product must be market-viable and in high demand. The time invested to develop such products must yield a high return in the marketplace, otherwise, the vendor wastes time and effort to make a profit. The product you cite may still have a viable market because users are still invested in Genesis 3 Male. But that is being overtaken by Genesis 8 & 9, and who knows if you will find this particular product in the bargain basement soon.
Meanwhile, hopefully, L'homme 2 will spark renewed interest and more content when it is released.
