Under General Preferences, I set up Poser how I like the layout/interface and under Document > Launch Behavior > I click on "Set Preferred Scene" then hit OK.
I close and relaunch Poser and my scene goes back to having my Library docked and my Hierarchy is not opened as I had these things set. Is there something new I am missing? This feature worked fine in Poser 12.
Thank anyone for any advice you can give!

Once again, I found my error, I should have been in the "General Preferences > Interface" and not Document!

Now that you've set up your preferred scene, click save-as and save that preferred scene somewhere convenient that you'll remember on your drive. Next time you start from scratch or upgrade, you can open that saved scene and under preferences-you can save your preferred scene without having to fuss with all the details of getting it the way you like.
As mentioned:
You'll want to set preferred scene in two places. Both edit/preferences/document and edit/preference/interface.
