Just a suggestion.  How about forcing newcomers to wait for two days before allowing them to post in new users areas?

Thank you for the feedback. New users are now required to wait a few days before uploading images in the gallery. We are currently working on getting a similar approval process implemented for comments and forum posts.

That's no way to treat new users, what if they just want to ask a simple question in the forums. Restrict them from posting URLs but not from asking a question in the forums. Probably that's why they signed up for, and they encounter a hostile forum environment, don't think they'll be back.
