I do not own this but it sure likes like the top is included in the waist outfit according to the readme file and the description. Do not take my work for it.

I also agree, it appears the puffy top is part of the outfit. The Readme files confirm both include A1-Tease-Top and the same sub-items.

I can verify. The top that is in the set is the same top that is offered as a stand alone item.
