I cannot find the keyboard or mouse shortcuts for panning the camera. Can someone tell me what they are? I have all the rest set.

I have many scenes in my head, but non of those are on paper.
I have yet to learn to bring those to life.

There are no keyboard shortcuts. If you go to Edit-->General Preferences-->Interface there you will find all the possible things to assign a keyboard key to activate the command. There are no camera movements listed. You can select a particular camera, but not control the movement of that camera via the keyboard. You can use the mouse on either the Camera Control ball in that window OR use the mini ball in the upper right corner of the Poser window. Either of those will move the current camera view around. The most likely reason there are no keyboard shortcuts is that the Current View Camera and the camera selected via the Parameters control panel are not the same. You can have the View camera set to Top (looking down on the scene) and have the main camera selected in the parameters palette and the controls will move the Main Camera which you can watch from the Top View to put it where you want. So unless you select both the View camera and the Parameters for that camera then the movements you make with the dials won't be visible until you switch views

Mouse left click, don't release, press the space bar, move your mouse. Works on Win & Mac. I think that's pretty much like Ph0t0sh0p and almost like Gimp.

Slight update to what Y-Phil said is press Spacebar first then left click and move. The other way around does not do anything.

Should mention too that [Alt]+Left Drag will rotate the camera. Scroll wheel will dolly in/out
