I just picked up a great book, "Photoshop Down and Dirty Tricks", and it has some fantastic tips in it. One was a great way to make lightning for a scene, but there was nothing in the book on how to make it rain. Does anyone have any idea on how to make a rain effect with PS? By the way I am using PS 5.5. Thanks for any help.

try creating a new layer and add some spots (waterdrops) and then use some Motion BLur from the Filters menu. It takes a lot of clicking when creating the drops, and the result probably won't be as good as you wish, but it is the only thing i can think of right now that may work.

same thing but simpler: new layer fill it with black slap some noise on it about 25-30, Gaussian, mono go to levels and adjust it to +/- 70 0,50 255 then go back and select auto levels (i think it was called that) then a motion blur between 10-15, angle 70-80 in the layer palet options select screen. i hope this helpt at all tell me if it worked. PS. this was done in a res. of 72 results could differ in a higher res.
