I've had some very good luck throwing in a bunch of Lost Horizon's Noise Factory shaders as mixers. Use the Perlin Noise setting. In the following picture the barrels, door, and pipe are procedural.
Make sure there is lots of variation in the highlight channel too.

The neon light is Anything Glows, an extension we at Digital Carvers Guild created for Carrara and now included with eovia's Smart Pack for Carrara.
Anything Glows takes an ordinary mesh and makes it emit light. AG also has a couple of other handy tools including Master Light and Environment Lighting. Check out the product page at
