Does anybody know of a technique or a tutorial that explains how to create forked lightning in bryce 4 as i have a image image that is just crying out for a bolt from the blue.

You can try making one in the terrain editor. I beleive someone somewhere did a tutorial using the terrain editor but I don't have the URL.

The best lightning I've ever seen was done as postwork in PSP or Photoshop ( not sure which ) with KPT filter..its the KPT filter that is important..get the latest, they are awesome!

Yeah, probably your best bet, is postwork with Photoshop using the Xenofex Filter to achieve better looking lightning.

This Lightning was done in Photoshop, using Xenofex Filter "Lightning", hope this helps. :-)
