I just learned gMax is free, and there are LOTS of people online who use it. Can gMax be used to make Poser figures?

Sure.
Build your mesh in gmax, then export to Quake format using the free Tempest plugin. Then use some other utility (like MilkShape or Ultimate Unwrap3D) to convert to .obj format, which Poser can read.
Next, you have to make the mesh posable, a convoluted process which deserves a thread of its own.
