Put rather crudely, a character file (CR2) applies various sorts of information to an object file (OBJ), the P4NudeWom.obj for example, to create a fully articulated character. The appearance of the character can be altered by applying morph targets (MTs). You can find some MTs here in the free section, they can be applied from the Object > Load Morph Target menu. You can also copy morphs directly from another CR2 file using the free utility Morph Manager, or you can make your own MTs in Poser4 by using magnets, or create them in other software such as Zbrush or Rhino and many others. To do a character like Victoria from scratch involves the creation of the mesh in a modelling application, Its beyond my level of competence.

Look in the Pro Pack Manual, it has a tutorial on the Setup Room. You will also need a seperate modeling animation for creating the mesh. You can create your own figures with pure Poser 4, but I would highly recommend Pro Pack as the Setup Room makes it a lot easier. I created the figure under the link when I started learning Poser and 3DSMax, however it appears that I messed up the mesh when exporting.
