I am doing a Tron animation and I was wondering how to get the neon lights effects on a poser model? Thank you for your time.

Take a look at Dodgers free light sabers. You may get some ideas from those.

I think if you set the "ambient" color for the glowing affect.

ambient light and shine are the 2 settings to get a glow effect. use difusion to help even or prnounce the leading portion of the glowed item as a glow wont be even n brightness. hope this helps laters Vel

Use ambient white and a texture map on top. If you want it to fade out, use a transparency map, too. The transparency should be a little bit darker than a greyscale of the texture.
