no its free kerry dont know where you got the payment bit i did download it ok and got no payment needed prompt maybe it wanted you to pay for your winzip to open the files ,thats all i can think your problem could be

once opened in max then of course you can save the car as any format you want be that obj,3ds ,lightwave whatever you wish really
