Description
After the second Exodus of Val, the Dragon overlords deemed it necessary to create a force that was completely loyal to them. Through cybernetics, intensive genetic manipulation, psychological conditioning of the "lesser" races, they developed what they deemed to be their perfect soldiers. At first they were only placed in the special forces of the military, but over time they became part of every branch of the military, and from there the civil sector.
Now they can be found everywhere...
