Dragontales, I just used a default brush and drew it in a little bit at a time then smoothed it out with the blend tool erasing a little here and there. The effect I was looking for was not realism but more of an abnormal and alive looking mist with a kind of thick web substrates, floating up and crawling up the steps and her legs. This was my first attempt still working on this effect.
