my first attempt at something evil... any suggestions would be helpful

The water and sky are beautiful, but the buildings don't really add anything for me. The small one in the foreground especially looks like it is almost cut and pasted into the image. But overall there is nothing particularly sinister or evil about the buildings. Perhaps if made the buildings look somehow menacing it would improve the effect you are going for? Again, I love that sky. Looks great.
