The edge (is it hem?) othe the dress looks too stiff the way it folds straight up isn't right. Cloth should sit flat(ish) on the floor

wow.. I love that design.. looks important enough for some kind of empress... with very rich textures... DenKnees may be right about the cloth having to be flat.. but I prefer to think that it is having wires in the seams and the front and back panels are really stiff cloth... much nicer that way than just floppy messy fabric :p.. I definitely wish I could wear something like this... although... it might be a tad on the stiff side... and I a tad on the fat :p
