You can do this in Photoshop, using KPT Effects ( a set of plugin filters ). I used KPT Effects Frax Flame II. I used it with Photoshop Elements. I usually use Corel Photopaint, but Frax Flame runs better under Photoshop. There is also an earlier version of Frax Flame in KPT5.

Wow, fractal spirals are well and truly in vogue here in the 2D section... but this is nicer than most. Beautiful.
