Here's another result of the same software that I used to create Chaos Bleary last week. This one has 747,474 circles and took over 30 hours to generate.
Is it a fractal? I believe it is. Any image generated by software must be finite in nature, so the program could never be run to conclusion, but if it were the result would be self-symmetrical over different scales. ... I think. It's been many decades since I took my math degree.
Math and software aside, I think the image is reminiscent of raindrops on a window in a high wind.
A larger version can be downloaded here. This one is 1280x960, with no compression or reduction, and has one million circles.

I agree with you impression of what this looks like and it is beautiful. 30 hours!!! This is a great abstract. I love the different circles and how the texture changes with the circles. Excellent artwork!
