There's a fur tutorial here: http://www.lynescreations.com/quickfur.htm I did mine in PSP7 using the smear brush, the one with several small dots (custom), opacity= 80 to 100(depends on length of fur you want) , hardness=100, step=1, size adjust appropriately for your image.
