You see the problem here is that palettes are actually alien life forms that are slowly taking over the earth. As shown here, they have worked out that we have noticed this fact, and so they are trying to blend in. I suspect in America, there is a government department attached to Rockwell, who are dealing with this invasion. In the UK, we just simply either send them to other countries or we burn them, or we enslave them in poor peoples gardens as fencing. I have looked it up, and I would strongly advise you contact the Department of Pallet Enforcement (DOPE) as soon as possible.
