This is a completly natural find on the beach, as much as some might think, Mother Nature does it best!!!! It's a dried seaweed sticking out of the sand, it reminded me of the movie dune, with the spice... anyone remember that movie???

I was sure you've arranged those stones until I read more about it... Takes a good artist's eye to find such designs. This one looks like some sand-diving creature, trying to get fresh air through that "pipe"... Excellent picture!
