Description
This was during the flood in Portland, Oregon (1998) where debris floating down the Willamette River could possibly stack up against the Steel Bridge and risk forcing a failure. I saw this tug boat nudging this piece of someone's dock so it would float through the center span, and when I saw the image of a cross on it, the photo opportunity presented itself.
