I re-textured the flamethrower. This council's workmen, at least, keep their kit clean.

"Their kit" means the flamethrowers. They have also disposed of many piles of rubbish, and siezed unauthorized pedlar's street stalls, and tramps' dossing shelters, and suchlike.
