The combat troops and the last of the prisoners have boarded the shuttles. The terraformers will shortly move in, followed by the new colonists. The old population, disdained by the Matriarchy as "Yahoos", is destined for a new planet: bigger, cleaner, richer, but, crucially, never colonised by the Forerunners, a previous, non-human civilisation with interstellar capabilities. The Matriarchy can't permit the possibility that advanced technologies fall into the hands of the uncomprehending. It's not simply a matter of maintaining the Matriarchy's huge intellectual lead. The Forerunners were clearly very clever - but they are also extinct, a fate the Matriarchy is quite keen not to share. This captured base is a "Hot Spot", believed to house a Forerunner artefact.
