My first thought was Veeger from an original Star Trek episode. I have never seen these particular Dr. Who episodes. Works for both - an excellent image.

This reminds me of the Dalek assault on the Tholl city on Skaro (Genesis Of The Daleks). The Tholls had won the war against the Calleds when the Called dome was destroyed. Shortly after, a group of celebrating Tholls walked into a roving unit of Daleks sent by Davros. The Daleks slaughtered them and continued into the city where they killed nearly everyone. Impressive rendering.
