It's not hard to find the entrance to the Patrol's base in Collingwood. It has a great, big gate with energy bars and what looks like a lift behind it. Members of the Patrol, not altogether inconspicuous in their colourful uniforms, emerge from the "lift" and head out into the city, making no attempt to seem furtive. In reality, those laser bars are just for show. A child of two can get through that sort of thing nowadays. The serious defence is the fact that the "lift" is really a transmission device, which will transmit only members of the Patrol and those they have tagged for the purpose. Even the Patrollers themselves have no idea where the base proper is, relative to the entrance. Transmission is lightspeed travel, so their centre could be anywhere on the planet, or, rather, in it.
